In a large pot over medium heat add oil, followed by ground beef; cook until browned.
Add onion and garlic and sauté for 2 to 3 minutes. Add peppers, salt and spices and cook for 2 to 3 minutes more. Stir in crushed tomatoes, beans and water or broth and cook, uncovered, over medium heat for at least 30 minutes, stirring occasionally. Serve in bowls with desired toppings.
